CUTR | What is a TR CU (EAC) Certificate

CUTR = Customs Union Technical Regulation (ТР ТС / TR CU). CUTR is just another shorthand for TR CU.

TR CU Certificate of Conformity (CoC) — often called EAC Certificate — is the mandatory third-party conformity certificate for high-risk goods to import and sell on the Eurasian Economic Union (EAEU) market (Russia, Belarus, Kazakhstan, Armenia, Kyrgyzstan).

Core definition

Important distinction:

• TR CU CoC = Certificate of Conformity (high-risk goods)

• TR CU DoC = Declaration of Conformity (medium/low-risk goods)

  Both are under CUTR/TR CU framework; CoC and DoC are NOT interchangeable. The applicable CUTR regulation defines which one you need.

What is written inside a TR CU (EAC) CoC certificate

The certificate is printed on secure numbered official paper, registered in FGIS. Key data:

1. Unique FGIS registration number

2. Name, address and accreditation number of the notified certification body

3. Applicant: EAEU Authorised Representative (must be a legal entity registered in EAEU)

4. Manufacturer’s full name and factory address

5. Product name, model list, TN VED (EAEU HS code)

6. List of applicable CUTR / TR CU regulations (e.g. TR CU 010/2011 Machinery, TR CU 008/2011 Toys)

8. Conformity assessment scheme: 1C / 3C / 4C

• 1C: Serial mass production (test + factory audit + annual surveillance)

• 3C: One batch / consignment (only sample test, no factory audit)

• 4C: Single unique equipment

What the certification process entails

1. Product classification: confirm TN VED HS code and applicable CUTR regulations

2. Appoint EAEU Authorised Representative (non-EAEU manufacturer mandatory)

3. Compile full technical dossier (Russian passport, manual, drawings, BOM, label artwork)

4. Product sample testing in an accredited EAEU laboratory

5. For scheme 1C: on-site factory quality audit

6. Document review by notified body

7. Issuance + registration in FGIS

9. Serial certificate (1C): annual surveillance audit and periodic product retest during validity

Legal obligations

• Joint liability between notified body and EAEU Authorised Representative

• Keep full technical dossier available for inspectors for at least 10 years after expiry or last batch release

• Any change in product design, materials, components or factory location requires re-certification

• Product label and operation manual must contain mandatory information in Russian
