Metrology, standardization and certification, by their significance, are a certain component of complex measures aimed primarily at ensuring the established quality characteristics of goods produced in the country and put into operation. In this aspect, a special legal framework is applicable, standards, focusing on which is determined by an objective assessment of the quality of a product. In order to simplify tasks in matters of supervisory functions over the quality of facilities, a system of standards uniform for use has been developed and implemented, which detail the positions required to ensure proper quality properties of facilities. In metrology, standardization and certification, as in science, there is a division into three basic components. By virtue of this, standardization covers the area of establishing fixed rules, as well as the intrinsic characteristics of products. Metrology as a science is recognized as a controlling mechanism over measurements. In turn, certification confirms the validity of compliance of the goods released into circulation with all the characteristic norms of standards and technical regulations.

In modern Russia, metrology, standardization and certification occupy a defining niche in the development of the socio-economic and industrial sphere. In this segment of ensuring the quality of national trade, many competent specialists and authorized bodies are involved. Especially their activities are necessary for industrial enterprises engaged in the continuous process of manufacturing high-quality products in order to prevent end-users from defective objects, products of inadequate quality. The peculiarity of the science of metrology, standardization and certification is represented in the diversity of the component of the regulatory framework, the content of which is regularly adjusted. Thanks to this very science, a considerable share of unfavorable situations connected with quality, perception of it, and, of course, compliance, is practically prevented. This area is coordinated by a specific industry where the concept of technical regulation exists. At the level of the federal legislation of those. regulation covers production, setting uniform standards, requirements for operation, transportation and other processes directly related to goods.

Strict observance of regulated uniform standards in matters of metrology, standardization, certification of conformity of quality excludes unauthorized measures by participants of production processes that are contrary to current regulations. Correspondingly, it increases the guarantees of safety of products manufactured in factories, enterprises, factories and in circulation. In addition to the above legal documentation, metrology standardization and certification does not appear to be valid without technical regulations. They, in turn, are developed by special commissions and approved at the territorial level, for example, the Customs Union. Technical regulations contain uniform discretionary norms, rules, procedure for the scope of technical regulation. Taking into account these documents, the production process should be carried out strictly within the established designated norms, instructions, written requirements. The scheme of technical regulation is being put into effect in order to protect the health of consumers, employees of enterprises, as well as reduce the occurrence of risks to life and the environment. According to the general rules, the technical regulations introduced into legal action are classified into special and general types. Each of the technical regulations establishes with its content the order of its application, requirements for products, the specifics of production, as well as general provisions. It details the practical application of standards, certification, conformity assessment, control (supervision) on the part of the state, and other provisions. Accordingly, metrology, standardization and certification maximally streamline production processes and legal relationships between participants.
