In addition, for certain foods containing GMOs or other specific additives, it is the duty to have a certificate of state registration of products. It must be completed before the transfer of documentation to receive the appropriate declaration on food.

The right to issue declarations have certification bodies RosStandart. A document confirming the conformity of the goods is issued on the basis of the test report from the laboratory (if they should be carried out for products) and examination of documents that are provided by the customer.

Food declaration includes the following steps:

• application for certification and its consideration by the authorized body;

• selection of a product declaration scheme;

• sampling for testing and laboratory research;

• analysis of the data and the decision to issue a declaration of conformity;

• in case of acceptance of a positive verdict, the applicant is provided with a declaration of conformity.

If there is no declaration or mandatory certification of food products in relation to the goods, then manufacturers can carry out the procedure of voluntary certification. In practice, it is quite popular, as it allows you to increase the competitiveness of your product by increasing the confidence in it from buyers. A voluntary certificate of conformity GOST can be obtained by going through the procedure identical to the declaration. In addition, the law provides for the right of the manufacturer to independently choose the standards for which he would like to check his products. As for the requirements directly, there is a huge amount of GOST, technical regulations and other acts in this part. Here are just a few examples:

• GOST R 52428—2005 - meat products;
• GOST R 52121—2003 - chicken eggs;

• GOST 21−94 - sugar;
• GOST 19792—2001 - honey;
• TR for milk and dairy products No. 88-FZ;
• TR for juice products from vegetables and fruits No. 178-ФЗ.

It should be noted that after the creation of the Customs Union an alternative system of conformity assessment was established. Within this Union, its own standards are being developed. So, from July 1, 2013, a new standard will come into force - TR CU 021/2011 (on food safety).
The document confirming conformity obtained according to the rules of these norms will be valid in the territory of each of the countries participating in the Customs Union.
