Since the beginning of April, new changes have occurred in the Russian certification system covering the production, manufacturing and marketing of children's goods. So, on the basis of the official publication of the Decision dated 03/05/2013. No. 28 of the EEC Board, after the prescribed period before the entry into force of a single list of products for which the customs declaration must be submitted along with an authorization document corresponding to the CU TR in the field of children's safety, as well as adolescent products, a new list of goods.

According to the newly entered into legal action register with an indication of the range of goods (code TN VED), the product category of the new regulations establishes compliance with the permits necessary for the assessment. For certain types of certification objects it is necessary to obtain a certificate of compliance for children's clothing, a certificate of state registration or a declaration of conformity.

Thus, according to the sections of the new list, the goods that fall under the effect of regulatory innovations are detailed, namely:

• VI. Section - Products, clothing made of leather, textile materials;

• VII. Section - Fur products, fur children's clothing;

• VIII. Section - Knitwear;

• IX. Section - Textile piece finished products.

This information, first of all, is necessary for the management of use in professional activities for carrying out certification activities by authorized authorities, certification centers. Also, any commodity producer - a user of network resources has a unique opportunity to get free access to these materials, can independently determine whether children's clothing is subject to mandatory certification of his personal production.

From a single registry, it is clear that, for example, according to the HS code 6201-6203, a certificate of conformity for jackets, envelopes, and raincoats with lining for children must be issued in accordance with the specified regulations. A summer headgear designed for children no older than 3 years old (TN VED 6504 00 000 0) will confirm the certificate of state registration, and (TN VED 6505 00) a declaration of conformity.

Do I need a certificate for children's clothing?

Of course, products for children are subject to state control of life safety, where the system of mandatory certification of children's clothing is just one of the regulatory mechanisms.

So, the certificate of conformity for children's clothing should be drawn up in the form of a mandatory certification procedure. This requires obtaining an expert opinion, the decision of Rospotrebnadzor or a certificate of state registration for products that certifies full compliance with the Uniform requirements of hygienic standards, sanitary and epidemiological. The need for the latter, similar to the general procedure for certification measures, is determined in the framework of the approved register of products falling within the scope of sanitary and epidemiological control (supervision) standards. Accordingly, objects not listed in this list require expert advice. All of the above documents are the basis for issuing a certificate for children's clothing. It is known that recently (namely, 01.07.2010) this documentation was replaced by just one sanitary and epidemiological resolution.
