CUTR = Customs Union Technical Regulations (TR CU / TR TS). CoC schemes apply only for high-risk goods where TR CU mandates Certificate of Conformity. The scheme is defined by the applicable TR CU and your business model (serial mass production / batch shipment / single custom unit).

CUTR (TR CU) Certification Schemes & Process for EAC CoC (Certificate of Conformity)


CUTR = Customs Union Technical Regulations (TR CU / TR TS). CoC schemes apply only for high-risk goods where TR CU mandates Certificate of Conformity.

The scheme is defined by the applicable TR CU and your business model (serial mass production / batch shipment / single custom unit).

Important: Not every TR CU allows all schemes. The regulation text specifies permitted schemes for each product group.


2. Full step-by-step process to obtain EAC CoC


Step 1: Product classification & identify applicable TR CU / CUTR

  • Collect product specs, photos, BOM, intended usage

  • Confirm TN VED (EAEU HS code)

  • Identify all applicable TR CU technical regulations

  • Confirm the mandatory conformity assessment type (CoC in this case) and allowed certification scheme (1C /3C /4C)


Step 2: Appoint EAEU Authorised Representative (AR)

Non-EAEU manufacturer must appoint an EAEU-registered legal entity as AR.

  • AR acts as the official applicant and certificate holder in FGIS

  • Sign formal power-of-attorney contract defining legal liability



Step 3: Select an accredited notified certification body

Only bodies listed in the official EAEU unified register can issue valid CoC.

Fake / non-accredited bodies produce certificates that customs and market surveillance will reject.


Step 4: Compile the complete technical dossier (Russian required)

Mandatory documents:

  1. Application form

  2. Manufacturer registration documents + AR registration documents

  3. Product drawings, schematics, BOM

  4. Russian technical passport / product passport

  5. Russian operating manual / instruction

  6. Label artwork (EAC marking layout + mandatory product data)

  7. Risk analysis (machinery / pressure equipment)

  8. Existing test reports (IEC/CE reports may be partially accepted but usually require gap testing in EAEU accredited labs)


Step 5: Product sample testing

  • Submit samples to an EAEU accredited test laboratory

  • Perform all safety tests required by the applicable TR CU

  • Receive official Russian test protocol (test report). This is mandatory evidence for CoC issuance.

Step 6: Factory audit (only Scheme 1C / 2C)


Auditor verifies:

  • Production consistency between mass-produced goods and tested samples

  • Incoming material control, production process control, calibration, non-conformity handling, record retention

  • If non-conformities found, manufacturer must implement corrective actions before certificate issuance.
