EAC CoC & DoC: How to identify the relevant TR TS (TR CU / TR EAEU)

TR TS = ТР ТС = TR CU, Technical Regulations of the Customs Union / EAEU.

The applicable TR TS defines whether you need CoC or DoC, and also defines the conformity scheme (1C,3C,1D,2D…). One product may fall under multiple TR TS at the same time; all applicable regulations must be covered.

Step 1: Prepare full technical product profile (foundation)

Collect complete product information before searching TR TS:

1. Full product name, intended use and function

2. Construction: mechanical / electrical / chemical / materials

3. Electrical parameters: voltage, DC/AC, power, built-in PCB or electronics

4. 
   

5. Working conditions: normal environment, pressure, explosive zones, for children?

6. Photos, drawings, BOM, label draft

7. TN VED HS code (EAEU customs commodity code) — critical for cross-checking product scope in TR TS annexes

Example: Electric industrial pump

Function: fluid pumping; has motor + controller; voltage 380V; moving mechanical parts → triggers multiple regulations.

Step 2: Check the scope (Article 1) of each TR TS

Common multi-regulation example: electric pump

• TR- TR CU 010/2011 Machinery safety (CoC)

• TR CU 004/2011 Low voltage (DoC)

• TR CU 020/2011 EMC (DoC)

  This pump needs CoC for TR CU 010, and the same certificate will list the additional DoC regulations.

Step 3: Locate the conformity assessment section inside the TR TS

Within each TR TS, there is a dedicated section / annex table, stating:

• Product group

• Required document: Certificate of Conformity (CoC) OR Declaration of Conformity (DoC)

• Available conformity assessment schemes (1C,3C,4C /1D,2D,3D,4D)

Important rule: You cannot choose CoC/DoC by yourself; it is prescribed in the TR TS text.

Step 4: Cross-check via TN VED (EAEU HS) commodity codes

Each TR TS annex contains a list of TN VED codes for goods under its scope.

1. Confirm your TN VED code

2. Check whether your TN VED is listed in the annex of that TR TS

Warning: TN VED alone is not 100% decisive. Product function and design prevail. Sometimes same HS code may fall under different TR TS depending on intended use.

Step 5: Check for overlaps and exclusions

• Overlap: One product may be subject to several TR TS simultaneously. All must be addressed.

• Exclusion clause: Some items are explicitly excluded even if they seem to fit the product category.

  Example: Some simple manual hand tools are excluded from TR CU 010/2011 machinery regulation.

Step 6: Confirm if extra permits apply (separate from EAC TR TS)

Even if TR TS is identified, verify if additional registration is required:

• SGR State registration (cosmetics, disinfectants, some chemicals)

• RZN medical registration (medical devices)

• Kazakhstan GGTN for certain high-risk equipment

• Fire safety certificates

These are separate permits, not part of CoC / DoC TR TS conformity.
