5. What it does NOT entail

• ❌ It is not the EAC mark. The certificate is the legal document; EAC is the graphic marking you place on product/packaging

• ❌ It does not replace separate permits such as SGR state registration, fire safety licences, RZN medical registration, hazardous approvals

• ❌ It does not mean unlimited use: only covers the exact models, manufacturer and TR CU listed on the certificate

• ❌ It is not voluntary: TR CU explicitly defines which high-risk products must use CoC; DoC cannot be substituted

6. Quick distinction: TR CU CoC vs TR CU DoC

• TR CU CoC (Certificate): High-risk goods, third-party certification, factory audit (1C), secure numbered form, joint liability

• TR CU DoC (Declaration): Medium/low-risk goods, self-declared by EAEU AR, no factory audit, plain paper, AR full liability
