TR CU = Technical Regulation of the Customs Union (ТР ТС). The TR CU Certificate of Conformity (CoC) is the mandatory third-party conformity document for high-risk goods entering and sold within the 5 EAEU member states: Russia, Belarus, Kazakhstan, Armenia, Kyrgyzstan. It is often simply called the EAC certificate. It permits customs clearance, marketplace sale (Wildberries/Ozon, industrial EPC projects) and allows you to apply the EAC mark on your product/packaging.

TR CU (EAC) Certificate of Conformity (CoC) — What it entails


TR CU = Technical Regulation of the Customs Union (ТР ТС). The TR CU Certificate of Conformity (CoC) is the mandatory third-party conformity document for high-risk goods entering and sold within the 5 EAEU member states: Russia, Belarus, Kazakhstan, Armenia, Kyrgyzstan.

It is often simply called the EAC certificate. It permits customs clearance, marketplace sale (Wildberries/Ozon, industrial EPC projects) and allows you to apply the EAC mark on your product/packaging.


1. What the certificate itself contains (printed on official security form)

The certificate is issued on secure numbered official stationery, registered in the FGIS unified EAEU registry. Core fields:

  1. Unique registration number & registration date (searchable in FGIS database)

  2. Name, address and accreditation number of the accredited notified certification body issuing it

  3. Applicant: the EAEU Authorised Representative (legal entity inside EAEU)

  4. Manufacturer: full factory name, factory location

  5. Product description: product name, model range, TN VED (EAEU HS codes)

  6. List of applicable TR CU / TR EAEU technical regulations the product complies with (e.g. TR CU 010/2011 machinery, TR CU 008/2011 toys)


  7. Conformity assessment scheme (1C / 3C /4C)

  8. Validity period

  9. Test laboratory reference and test report numbers supporting the certification

  10. Signature & official seal of the certification body

  11. Annex (if needed): extended list of models, product variants, multiple manufacturing sites


2. What the certification process entails

TR CU CoC is third-party certification performed by an EAEU accredited notified body.

  • Scheme 1C (serial / mass production, most common):

    1. Sample testing in an EAEU accredited test laboratory

    2. On-site factory quality audit to verify consistent production control

    3. Document review of your full technical dossier

    4. Issuance + registration into FGIS

    5. Annual surveillance audit + periodic sample retesting during certificate validity (1–5 years)

  • Scheme 3C (batch certificate):

    1. Sample testing only

    2. No factory audit

    3. Valid only for the specified shipment batch quantity, no annual surveillance

  • Scheme 4C: for single unique equipment / project machinery


3. Legal rights the certificate gives you

  1. Goods can be imported, cleared by customs and freely circulated across all five EAEU countries (no separate national certification required)

  2. You are legally allowed to affix the EAC mark (only after FGIS registration complete)

  3. Eligible for listing on EAEU marketplaces and tender/EPC projects requiring TR CU compliance


4. Legal obligations it entails (very important)

  1. Joint liability: the notified certification body AND your EAEU Authorised Representative share responsibility for product compliance

  2. Maintain the full technical dossier at the disposal of EAEU inspectors for minimum 10 years after expiry / last batch release

  3. Serial certificate (1C): mandatory annual surveillance audit. Failure leads to suspension or revocation of certificate

  4. Any change to product design, materials, components, production site or specifications requires re-assessment; you cannot continue using the old certificate

  5. Product label, passport and user manual must include mandatory information in Russian language
