Switch‑Gear Cabinet: EAC‑Certification and Russian National‑level Certification Full‑Text Explanation Critical Voltage Dividing‑Line (Core Rule) Low‑voltage switchgear (AC ≤1000 V / DC ≤1500 V, LV panel, MCCB cabinet, distribution cabinet): apply EAC certification (EAEU‑wide approval for Russia, Kazakhstan, Belarus, Kyrgyzstan, Armenia). High‑voltage switchgear>1kV (6kV‑10kV‑35‑kV‑110kV KRU, KSO, complete switch‑cubicles): TR‑CU‑004‑2011 is not applicable. EAC‑DoC / EAC‑CoC is completely invalid for HV‑switchgear; you need separate national‑level GOST‑R PCT certification for Russia and respective national‑certificates for Central‑Asian countries.

Lead‑time:35‑90 working‑days, higher‑cost compared with EAC‑DoC.

Component‑rule: Circuit‑breakers, contactors, relays installed inside cabinets must have their own valid EAC‑DoC or EAC‑CoC certificates; otherwise the whole‑set cabinet’s EAC‑certificate will be rejected.

Part 2: Russian‑GOST‑R PCT‑Certification for High‑Voltage Switch‑Cabinets>1kV (6‑35‑110‑220kV)

Governing‑Laws: Russian Federal‑Law‑2425‑FZ and Government Resolution №982.

Two certification‑forms: GOST‑R‑DoC and GOST‑R‑CoC.

6‑35kV KRU, KSO switch‑cabinets: adopt GOST‑R‑DoC (Mode‑3D). Samples shall be tested in Russia‑approved labs complying with GOST‑R‑IEC‑62271‑100‑2013, GOST‑14695‑2014; factory‑audit is waived for short‑term‑DoC; 3‑year‑long‑term‑DoC requires factory‑audit.

110kV‑220kV ultra‑high‑voltage switch‑gear: GOST‑R‑CoC is mandatory with sample‑testing + on‑site factory‑audit + yearly‑surveillance‑audit.

Compulsory standards for HV‑switch‑cabinet in Russia:

Main‑standard: GOST‑R‑IEC‑62271‑1, GOST‑14695‑2014;

Climate‑test: GOST‑15150‑69 (XL‑50℃ low‑temperature test is compulsory for Siberia projects);

EMC‑standard: GOST‑CISPR‑11‑2015;

Fire‑safety: GOST‑31565‑2012 for indoor‑substation‑switch‑gear.

Important Limitation:

Russian GOST‑R‑PCT certificate is only valid inside Russia; Kazakhstan, Kyrgyzstan customs will not accept GOST‑R‑PCT documents, you have to apply their national‑certificates separately.

Part3: Central‑Asian‑Countries HV‑switch‑cabinet certification overview (>1kV)

Kazakhstan (EAEU‑member)‑GOST‑K (ST‑RK) certification:

>1kV HV‑switch‑gear is out of TR‑CU‑004‑2011 coverage and forced‑to‑apply GOST‑K certification according to Kazakhstan Resolution‑435‑НҚ.

Single‑batch certificate: document‑review only, no factory‑audit; Russian GOST‑R‑test‑reports are only reference‑files and cannot replace local‑testing entirely.

3‑year‑long‑term‑GOST‑K certificate: Kazakhstan‑auditors conduct on‑site factory‑audit, partial‑item retest in Kazakhstan‑approved‑lab, comply with ST‑RK‑IEC‑62271‑1‑2019 standard.

Kyrgyzstan (EAEU‑member)‑GOST‑KG certification:

One‑batch project‑shipment: apply Uvedomleniye (exemption‑letter) only for customs‑clearance; Kyrgyzstan state‑grid will reject exemption‑letter for tender‑projects.

Long‑term grid‑supply: GOST‑KG‑CoC with sample‑test + factory‑audit, does not recognize Russian GOST‑R‑PCT certificate.

Uzbekistan‑GOST‑UZ(Oʻz‑DSt):

Not‑EAEU‑country, EAC‑certificate is completely invalid. Long‑term‑certificate requires sample‑testing in Uzbekistan‑local‑lab and factory‑audit complying with Oʻz‑DSt‑IEC‑62271‑1‑2021.

Azerbaijan‑AZS‑CoC certification:

No‑EAC‑recognition for Azerbaijan market, both LV and HV switch‑gear must obtain AZS‑CoC certificate issued by AzStandard.

Part4: Practical‑Suggestion for Your Export‑Business (2026)

For ≤1kV low‑voltage switch‑cabinets: one‑set EAC‑DoC or EAC‑CoC covers Russia, Kazakhstan, Kyrgyzstan, Belarus, Armenia entirely without additional national‑certificates.

For>1kV high‑voltage switch‑gear: apply separate‑certificates country‑by‑country: GOST‑R‑Russia + GOST‑K‑Kazakhstan + GOST‑KG‑Kyrgyzstan + GOST‑UZ‑Uzbekistan + AZS‑CoC‑Azerbaijan; these‑certificates are mutually‑independent.
