Transformer‑Russian EAC‑Certification Full Explanation 1. Core dividing‑line (voltage limitation, most critical rule) EAC (CU‑TR / EAEU certification) is only valid for low‑voltage transformers with AC 50‑1000 V / DC 75‑1500 V. High‑voltage transformers with rated voltage>1kV (6kV‑10kV‑35kV‑110kV‑220kV power transformers, instrument transformers CT/PT) CANNOT obtain EAC‑DoC or EAC‑CoC, EAC‑certificate is invalid for HV‑products, you have to apply Russia national‑level GOST‑R PCT certification separately.

Mandatory EAEU‑Technical‑Regulations for ≤1kV transformers

TR‑CU‑004‑2011: Low‑voltage equipment safety (core regulation; insulation, temperature‑rise, short‑circuit resistance, protection against electric shock)

TR‑CU‑020‑2011: Electromagnetic Compatibility‑EMC (compulsory for all transformers, including radiated interference and immunity‑test)

TR‑EAEU‑037‑2016: RoHS‑hazardous‑substance limits

TR‑EAEU‑048‑2019: Ecodesign & energy‑efficiency requirement for power‑distribution transformers for grid‑projects

For explosion‑proof / mining‑type transformers: additionally apply TR‑CU‑012‑2011 (EAC‑Ex certification)

2. Two EAC‑approval modes for low‑voltage transformers (≤1kV AC)

Mode‑1: EAC‑DoC (Declaration of Conformity, self‑declaration, Mode‑5D)

Applicable transformer types:

Small‑capacity control transformers, isolation transformers: single‑phase ≤4kVA, three‑phase ≤5kVA, non‑metering‑type, dry‑type, ordinary industrial auxiliary transformers.

Mandatory requirements:

An EAEU‑registered Authorized Representative (AR) submits documents and registers the declaration in official FGIS‑EAEU database;

Test report issued by EAEU‑recognized laboratory complying with GOST‑R‑IEC‑61558‑1 (transformer‑safety standard);

Full Russian‑language technical dossier: technical passport, design drawings, operation manual, nameplate, ISO9001‑2015 certificate, raw‑material reports;

Factory‑audit is NOT required;

Validity options: single‑batch (only for one export contract), long‑term for 1‑5 years;

Manufacturer and EAEU‑AR take full legal responsibility for customs random‑inspection.

Lead‑time: 7‑15 working‑days with moderate‑cost.

Mode‑2: EAC‑CoC (Certificate of Conformity, Mode‑1C / 3C, compulsory‑certificate issued by Rosaccreditation‑authorized bodies)

When EAC‑CoC is mandatory (cannot choose EAC‑DoC):

Power‑transformers: single‑phase ≥4kVA, three‑phase ≥6.3kVA; oil‑immersed transformer, photovoltaic‑transformer, energy‑storage‑transformer;

Metering‑purpose instrument transformers (CT/PT for electricity‑billing even for ≤1‑kV);

Explosion‑proof, mining‑purpose transformers;

Transformers installed inside complete‑transformer‑substation KTP equipment.

Hard conditions:

Samples must finish full‑set type‑testing in EAEU‑accredited labs following GOST‑R‑IEC‑61558‑1 and GOST‑R‑IEC‑61869‑2 for instrument‑transformers;

Long‑term 3‑5‑year‑certificate requires on‑site factory‑audit and annual surveillance‑audit every year;

Certificate is valid for all five EAEU‑member‑states: Russia, Kazakhstan, Kyrgyzstan, Belarus, Armenia;

Single‑batch 3C‑mode: only valid for one shipment without annual audit.
