GOST-R / GOST-K / GOST-BY (GOST-B) Full Comparison Guide
Core Background
GOST originally meant Soviet national standards. After the USSR collapsed, each EAEU member created its own national GOST certification system for goods not covered by unified TR CU / EAEU regulations.
Critical Golden Rule (2026 All Countries Customs Rule)
If your product falls under any TR CU Technical Regulation → EAC is mandatory, any national GOST (R/K/BY) will be rejected by customs.
Only products with no applicable TR CU rules need the corresponding national GOST certification for that single country.
GOST-R / GOST-K / GOST-BY are NOT mutually recognized:
GOST-R only works for Russia; GOST-K only for Kazakhstan; GOST-BY only for Belarus. You cannot use one country’s GOST to clear customs in another EAEU nation.
1. Basic Profile of Each National GOST
🇷🇺 GOST-R (Russia National Certification)
Full name: ГОСТ Р (Gosudarственный Стандарт Российской Федерации)
Regulator: Rosstandart (Federal Agency for Technical Regulation and Metrology)
Conformity Mark: Circular PCT / RST logo
Legal basis: Russian Government Decree No.2425 + national GOST R standards
Max validity for serial certificate: 3 years
Authorized Representative Rule: Only a Russian registered LLC can be certificate holder; Kazakh/Belarus legal entities are invalid for GOST-R
Mandatory product scope (no TR CU coverage):
High-voltage power equipment, measuring meters, special industrial chemicals, rolled steel, ceramic tableware, certain telecom terminals, special construction materials.
Voluntary GOST-R: All goods (for bidding, distributor trust, marketing only)

🇰🇿 GOST-K (Kazakhstan National Certification, also ST RK)
Full name: GOST-K / ST RK (State Standard of Kazakhstan)
Regulator: KazStandard (Committee for Technical Regulation and Metrology KAZMEMST)
Conformity Mark: KZ national circular certification symbol
Legal basis: Kazakhstan Resolution No.367 + ST RK national standards
Max serial validity: 3–5 years
Special local requirements: Extra testing for extreme high temperature, anti-sand, anti-salt climate conditions; local plug standard mandatory for electrical goods
Mandatory scope (no TR CU): Special building materials, local grid electrical parts, specific fertilizers, industrial coatings, national telecom equipment
Special use case: Even with EAC, government/state procurement often requires extra GOST-K certificate to win tenders
🇧🇾 GOST-BY / GOST-B (Belarus National Certification, STB)
Full name: GOST-B / STB (State Standard of Belarus)
Regulator: Gosstandart of Belarus (Belarus State Committee for Standardization)
Conformity Mark: STB national logo
Legal basis: STB national standards + Belarus national technical regulations
Max serial validity: 3 years
Special rule: Some product categories require both EAC + GOST-BY double certification to clear Belarus customs (e.g., certain glass building materials, industrial paint)
Mandatory scope (no TR CU): Special household chemicals, unique food contact packaging, local construction glass, small welding equipment
2. Unified Comparison Table

Local Special Test Requirement Cold resistance per GOST 15150 (-25℃ ~ -50℃) High temp, sand, salt corrosion testing STB local material safety test Unified cross-border test standards
Customs Priority Secondary (EAC overrides) Secondary (EAC overrides) Secondary (EAC overrides) Top mandatory priority
3. Shared Features of All Three National GOST Systems
Two document types for every country:
Certificate of Conformity (CoC): High-risk national goods, lab testing + factory audit required
Declaration of Conformity (DoC): Medium/low-risk goods, no mandatory factory audit
Two validity modes:
Batch document: Valid for one single shipment only
Serial document: 1/3/5 years for repeated exports
All technical dossiers must be translated into the local official language (Russian for all three countries)
Foreign manufacturers cannot hold the certificate; local EAEU legal entity must act as authorized representative with notarized power of attorney
Voluntary certification option available for all products, used for bidding, offline retail channel access and brand credibility
4. Key Differences Between National GOST vs EAC (Critical for Export Decision)
Geographic Cost Advantage
EAC: One certificate covers Russia, Kazakhstan, Belarus, Armenia, Kyrgyzstan — ideal if you sell to multiple EAEU markets
National GOST: Separate certification for each single country; high cost if exporting to multiple EAEU states
Legal Hierarchy
TR CU/EAC regulations have higher legal status than all national GOST standards. If a product is covered by TR CU, customs will fully reject any GOST-R/K/BY document.
Testing Standards
EAC: Harmonized unified safety rules for the whole union
GOST-R/K/BY: Country-specific national test standards with unique local climate/grid/construction requirements
QR Trace Requirement (2026 Strict Policy)
EAC: Mandatory QR code linked to unified EAEU federal registry
GOST-R / GOST-K / GOST-BY: QR trace code not strictly enforced by customs
5. Practical Export Decision Guide
Scenario 1: Export to Russia + Kazakhstan + Belarus (multiple EAEU markets)
Choose EAC (TR CU) certification first — one certificate covers all three countries, no need for separate GOST-R / GOST-K / GOST-BY.
Scenario 2: Only sell to Russia, product has no applicable TR CU regulation
Apply mandatory GOST-R
Scenario 3: Only sell to Kazakhstan, product outside TR CU scope
Apply mandatory GOST-K; if bidding for state projects, apply voluntary GOST-K additionally
Scenario 4: Only sell to Belarus, product outside TR CU scope
Apply mandatory GOST-BY; confirm if dual EAC+GOST-B is required for your goods
Scenario 5: Already have valid EAC certificate
No need for any national GOST for customs clearance; only apply voluntary GOST if local distributors or government tenders demand it.
6. Penalties for Wrong Certification
Goods detained, confiscated or returned at border customs
Heavy fines imposed on local importer/authorized representative
Permanent blacklist for repeated non-compliance at customs and e-commerce platforms (Ozon, Wildberries, Kaspi.kz)
