Certification Overview
CUTR Certification, short for Custom Union Technical Regulations Certificate, also known as EAC Certification, is a technical regulations certification system mutually recognised among member states of the Eurasian Economic Union (EAEU), which includes Russia, Belarus, Kazakhstan, Armenia, and Kyrgyzstan. This certification serves as a necessary passport for goods entering the EAEU market, ensuring that products comply with the technical regulations established by the EAEU, thereby enabling free circulation of goods among member states and overcoming technical barriers.
Applicable Regulations
EAC certification for yachts and speedboats must comply with the technical regulation TR CU 026/2012. Since 15 June 2012, all requirements and technical specifications related to equipment and safety for small vessels (including yachts and speedboats) have been incorporated into this document. The regulation defines what constitutes a small vessel and the fundamental differences between vessel types and the forms of compliance with safety requirements. For example, all-metal vessels, yachts, and cruise ships must comply with this regulation and must have an EAC declaration compliant with TR CU 026/2012.
Scope of Application and Exclusions
Scope of Application
This regulation applies to small vessels (including yachts and speedboats) in use, lifesaving equipment, and small vessel equipment, as well as the relevant requirements for their design, construction, operation (including decommissioning and maintenance), liquidation, and disposal processes. Small vessel equipment includes fire protection equipment for engines installed on the hull and stern-driven engines, anti-start devices for external engines when the clutch is engaged, steering wheels, controllers and cable assemblies, fuel tanks and hoses, factory-manufactured hatches and portholes, etc.; lifesaving equipment includes life jackets, life rings, and liferafts.
Exemptions
This regulation does not apply to lifeboats and duty boats on sea-going vessels and river vessels, sports boats specifically designed for competition (including racing boats and training boats declared by the manufacturer), surfboards used for surfing under sail, inflatable tubes, and other water sports facilities, motorised surfing devices and similar motorised devices, experimental small boats, hovercraft, hydrofoil boats, recreational submarines, and small vessels weighing 100 kilograms or less (including 100 kilograms).
Certification Procedures and Related Requirements
Auxiliary Equipment Certification
In the EAC certification process for yachts, auxiliary equipment, engines, lifesaving equipment, and other devices must undergo separate EAC certification. If the equipment is part of the vessel's basic, essential equipment, certificates and test reports for the installed equipment must be submitted to obtain the vessel's EAC certificate.
Documents Required for Application
When applying to the certification centre, the manufacturer's detailed information and technical documents related to the manufacture of the vessel, etc., are required.
