First of all, certification is permissive documents established at the state level of a single form. In the Russian certification system, due to its wide application in practice, today it has acquired particular relevance.

According to its content and purpose, it is direct evidence that the service, substance, product, products for various purposes, quality management system, personnel, etc. fully comply with the current technical regulations, regulatory documents, legal codes and regulations.

In general, product certification is a practical, multi-step process for verifying compliance. During the certification procedure, an authorized, accredited body, an independent organization in writing certifies the strict correlation of the equality of the declared product to the proper regulations.

If it is not about product certification, but about management system certification, then this procedure is intended to confirm the effectiveness and compliance of the management organization with the requirements of Russian or European standards.

Mandatory or voluntary quality assurance form

According to the Law on Technical Regulation, which in most cases relies on the center, an applicant can acquire a certificate in two forms of confirmation. Certification depending on the characteristics and purpose of the object - in a mandatory or voluntary form at its discretion.

As a rule, a mandatory certificate of conformity is issued for the products that are produced for sale and use only in Russia. Whether domestic or foreign producers of the object. This requirement is governed by articles of the Federal Law regarding technical regulation.

A single detailed list of certified products in the mandatory form is specified in Decree No. 982 and approved by the Government of our country.

Mandatory certification in a broad sense is a lever of state control over the safety of products manufactured and subject to sale. Accordingly, in this way, supervision is carried out regarding the safety of life, excluding threats to the health of the entire population of Russia.

A voluntary certificate of conformity for objects, as follows from the very wording of the word, is issued according to the will of the participants. Both the manufacturer and the distributor are entitled to apply.

The object of a voluntary scheme is commonly understood as general goods, processes of production, storage, sale, operation, transportation, services and work, in respect of which the requirements are regulated.

Certificates obtained on the principle of voluntariness, can testify not only the compliance with the regulatory framework within the Russian Federation. It is also an international, national, local standards of institutions, the terms of contracts, agreements, voluntary certification systems.

Does not cancel the voluntary scheme and in no way replaces the mandatory certification. However, this principle of confirmation of conformity acquires a brighter shade on the international market. This is due to the fact that the applicant has the right to establish a certain emphasis on any particular characteristic of the product. Thanks to this, safely compete.

New form permits

Since the beginning of this year, the new rules for product certification have come into force and are already spreading practical application. Requirements for registration of forms of conformity certificates have changed. Now in the new forms of certificates there are fifteen fields with the following content:

- information about the object, including the product identifying it (article, brand, type, model, etc.);

- name;

- name, details of the regulations in accordance with which the goods are made (standard, technical regulations, (if any) technical conditions, another regulatory document);

- product codes;

- information on supporting documents (test reports, studies, measurements, indicating the date, number, laboratory name, accreditation certificate number and expiration date, other documents);

- term, conditions of storage of goods, shelf life, other information identifying products.

In cases of significant volume, the certificate of conformity can now be supplemented with applications. Each sheet must be numbered accordingly, contain proper signatures and a registration number.

As before, the document is completed using electronic printing devices in Russian. But the order of the traditional identity has changed significantly. Now the applicant can verify the copy of the certificate with a personal signature as an individual, and if there is a registration of the individual entrepreneur, with a signature and stamp.

Who is authorized to carry out product certification；
Mandatory certification of products in full is carried out by special bodies - state, independent, private, with foreign participation, received according to the Government Decree “On Accreditation ...” the authority to conduct this type of activity.
Certification activities on the principle of voluntariness are carried out similarly to the obligatory methods in accordance with the procedure established by law by specialized bodies and centers.


According to the rules of the TR, the certification center is endowed with the following job functions and is entitled to:
- to confirm the compliance of objects;
- on a contractual basis, in accordance with the procedure established by the Government of the Russian Federation, involve accredited testing laboratories for carrying out measurements, research and testing. The certification center is authorized to have its own laboratory.
- to exercise control over the objects, if such is provided for in the contract or the relevant product certification scheme in a voluntary manner;
- absolutely each issued certificate of conformity to enter in a special account, keep a register;
- Inform the relevant authorities in a timely manner about products that have not passed the evaluation procedure;
- suspend, terminate the period of validity of certificates;
- to ensure that the applicants are informed about the mandatory procedures for evaluation;
- set the price range for the services provided in accordance with the approved methodology of the Russian Federation;
- authorize the applicant to use the mark of conformity (if the application is provided for by the system).
