2、海关联盟境内申请公司-（海关联盟代表公司信息-进口商企业法人营业执照（Огрн）,公司详细信息（名称、法定地址、总经理、电话，传真、邮件），贸易合同和商业发票）--如果没有进口商，需要我们提供俄罗斯代表服务和代表协议费用1000元（通用五国）；
From this month, namely from April 2013, legislative adjustments to the system of domestic certification have affected certain types of children's and teenage products (including shoes) for which the customs declaration is now accompanied by the mandatory presentation of a document on compliance with the CU TR under registration number 007/2011. These innovations were taken as part of Decision No. 28 (March 5, 2013) of the EEC and the unified list according to which, according to the nomenclature of commodity units of the HS CODE TR CU, children's shoes fall under the mandatory procedure - footwear certification.
Thus, according to section X. p.35 of the unified register for commodity nomenclature 6401-6405, it is necessary to issue a certificate of conformity for boots, half boots, a certificate for shoes, sandals, other types of footwear (except sports, special orthopedic, national).
And in accordance with p. 36 of the same list, the nomenclature 6404 and 6405 now need to draw up a declaration of conformity or a certificate of conformity for felted coarse wool shoes for teenagers and children.
So, manufacturers and suppliers whose business activity is directly related to production, selling shoes already make sure that all the products produced and distributed have the necessary documents, including a certificate for shoes or a declaration. This will certainly serve as vivid proof that the product your company produces is of high quality and absolutely reliable.
At the same time, certification of shoes for adults is considered a completely voluntary procedure. Because shoe products for adults are subject to mandatory declaration. But the certification of children's shoes, as a rule, is necessary, mandatory. From this it turns out that an appropriate certificate of conformity for children's shoes should be drawn up, and a declaration of conformity is issued for an adult, respectively. Both that and another confirms the quality of the products of the manufacturer, speaks about its safety, reliability.
The certification of footwear is carried out in accordance with a section of the law, which speaks about the rules of certification of light and textile industry products. These rules apply to certification procedures for children's footwear products and for adult footwear in accordance with the existing GOST R system.
And so, the certification of footwear applies both to the GOST R, TR CU system, and to a voluntary procedure that falls under the established schemes. Further, the inspection of shoe products for compliance with quality is a complete description of the shoe itself by name, sex, age, and qualification. And also it includes the types of products, the materials used, which go to the details of the product, such as the bottom of the shoe (sole), its upper part. Take into account the seasonality of shoes, methods of fastening all the elements, the presence of a warm lining, the overall finish of the product, and so on.
Selection of appropriate shoe samples for certification of shoes directly for the test procedure is carried out in accordance with the regulatory framework GOST. Moreover, in quantitative terms, samples must be represented by at least 3 pairs of shoes from each group.
After the process of issuing a certificate for shoes, the name of the product is entered into it, as well as the ND of the product that matches the identification results. The corresponding code mark fits into the separate column of the blank.
The system of certification of the Russian Federation assumes that the certification of shoes, both for children and adults, when presenting samples should be paired, suitable for the size, structure of the material. And there must be the same fullness, color of the material, etc. In addition, samples should not have wrinkles, spots, folds. If the shoes are of high quality, there should not be any cracking, damage going through, various kinds of exfoliation, stickiness of the film coating. There should be no discrepancies in size, completeness, bad seams, not smoothed appearance, not to mention badly set heels, not glued sole, other similar defects.
Exclusively on the positive results of all the test works, the certification of shoes with the exclusion of all the above-mentioned shortcomings will be carried out. Naturally shoes will be issued a certificate of quality or declaration.
