How to apply for EAC DoC (TR CU Declaration of Conformity)

EAC DoC (Declaration of Conformity) applies for medium/low-risk goods, prescribed by TR CU / TR EAEU.

Key difference vs CoC: No factory audit required. The EAEU Authorised Representative (AR) signs the declaration and takes full legal liability. An accredited body only registers it in FGIS (Federal State Information System). Only after FGIS registration, the DoC becomes legally valid.

1. DoC main schemes (1D,2D,3D,4D)

Not all schemes are available for every TR CU; the regulation defines permitted schemes.

2. Step-by-step application process

Step 1: Product classification & identify applicable TR TS (TR CU)

• Collect product specs, photos, BOM, electrical parameters, intended use

• Confirm TN VED (EAEU HS customs code)

• Identify all applicable TR CU / TR EAEU (one product may have multiple regulations: e.g. power supply: TR CU 004 + TR CU 020 + TR EAEU 037)

• Confirm the regulation mandates DoC (cannot use DoC if TR CU requires CoC)

• Select the permitted DoC scheme (1D/2D/3D/4D)

Step 2: Appoint EAEU Authorised Representative (AR)

Mandatory for non-EAEU manufacturers.

• AR is a legal entity registered in one EAEU country (Russia / Kazakhstan etc.)

• AR acts as the applicant, signs the DoC and is fully legally responsible

• Sign power of attorney contract between manufacturer and AR

Step 3: Prepare full technical dossier (Russian required)

Core documents:

7. Supporting test reports (critical evidence)

• Scheme 1D /2D: manufacturer’s own test records

• Scheme 3D /4D: test protocol issued by an EAEU accredited laboratory

8. Supply contract (for batch schemes 2D/4D)

CE/IEC reports may be used for gap analysis, but many TR CU require supplementary testing in EAEU accredited labs.

Step 4: Perform product testing

• Scheme 3D /4D: send samples to EAEU accredited lab, get official test protocol

• Scheme 1D /2D: manufacturer internal testing, maintain full test records

Without valid test evidence, DoC cannot be registered.

Step 5: Draft, review and sign the Declaration of Conformity

• AR prepares the DoC document (plain A4 paper, not security paper like CoC)

• Check all data: manufacturer, model list, TN VED, list of TR CU, scheme, validity

• AR signs the DoC (manufacturer does NOT sign the DoC itself)

Step 6: Submit for FGIS registration

• The accredited registration body reviews the dossier package

• If documents pass review, submit the declaration into the FGIS unified database

• Receive unique FGIS registration number, downloadable registered DoC

Step 7: Apply EAC marking

✅ Only after successful FGIS registration, affix EAC mark (minimum height 5 mm, permanent marking).

For DoC products: no requirement to print notified body number next to EAC logo.

Step 8: Archive technical dossier

The AR must keep the full technical dossier for at least 10 years after DoC expiry or last batch release, available for EAEU market surveillance inspectors.

3. Validity

• Serial DoC (1D /3D): up to 5 years

• Batch DoC (2D /4D): only valid for the specified shipment batch, no multi-batch reuse

5. Key risks & common mistakes

1. ❌ Wrong TR CU selection or mixing CoC/DoC (if regulation requires CoC, DoC is invalid)

2. ❌ No EAEU AR (non-EU manufacturer cannot register DoC by themselves)

3. ❌ Using non-accredited lab reports for 3D/4D schemes

4. ❌ Marking EAC before FGIS registration (customs detention, fines, marketplace removal)

5. ❌ Forgetting multiple overlapping TR CU (e.g. LVD + EMC + RoHS for electronics)

6. ❌ Changing product design/materials and continuing to use old DoC (must re-declare)

6. What DoC does NOT include

• No factory audit, no annual surveillance

• Does not replace separate permits: SGR state registration, fire certificate, medical RZN registration

• Only covers models, TN VED and TR CU listed in the declaration
