TR CU (ТР ТС, CUTR) = Technical Regulations of the Customs Union. After the Customs Union evolved into the Eurasian Economic Union, newly adopted regulations are named TR EAEU. Collectively they are the binding, harmonised safety laws for the EAEU single market (Russia, Belarus, Kazakhstan, Armenia, Kyrgyzstan) The EAC Certificate (Certificate of Conformity / CoC) is the official third-party document proving that high-risk products meet the mandatory requirements defined in one or more TR CU / TR EAEU technical regulations.

TR CU (ТР ТС, CUTR) = Technical Regulations of the Customs Union. After the Customs Union evolved into the Eurasian Economic Union, newly adopted regulations are named TR EAEU. The EAC Certificate (Certificate of Conformity / CoC) is the official third-party document proving that high-risk products meet the mandatory requirements defined in one or more TR CU / TR EAEU technical regulations.


1. What are TR CU Technical Regulations?

TR CU are unified regional legal acts adopted by the Eurasian Economic Commission. Each regulation defines:

  • Mandatory safety, health, environmental requirements for a product group

  • The applicable conformity assessment procedure (whether you need CoC or DoC, plus scheme: 1C,3C,1D,2D etc.)


  • Required testing methods, sampling rules

  • Mandatory labelling, marking and documentation rules (including EAC mark rules)

  • List of supporting harmonised GOST standards used to demonstrate compliance

A product may fall under multiple TR CU at the same time. Example: an industrial electric machine → TR CU 010/2011 Machinery + TR CU 004/2011 Low Voltage + TR CU 020/2011 EMC. All applicable regulations must be covered by your certificate/declaration.


2. EAC Certificate of Conformity (CoC)

This is the mandatory certificate for high-risk products as specified by the relevant TR CU.

  • Issued by an EAEU accredited notified certification body listed in the EAEU unified register

  • Printed on security numbered official stationery

  • Registered in the FGIS federal database; only after registration it becomes legally valid for customs clearance and sales

  • Grants the right to apply the EAC (Eurasian Conformity) mark on product/packaging


Core content on the EAC CoC

  1. Unique FGIS registration number

  2. Issuing notified body name, address and accreditation number

  3. Applicant: EAEU Authorised Representative (mandatory for non-EAEU manufacturers)

  4. Manufacturer name, factory address

  5. Product description, model range, TN VED (EAEU HS codes)


  6. List of applicable TR CU / TR EAEU technical regulations

  7. Conformity assessment scheme (1C / 3C /4C)

  8. Validity period

  9. Reference numbers of test protocols from accredited laboratory

  10. Signature + official seal of certification body

  11. Annex (for extended model lists or multiple manufacturing sites)


3. Main conformity assessment schemes for EAC CoC

  • Scheme 1C (serial production, most common): sample testing + on-site factory audit; certificate valid 1–5 years, mandatory annual surveillance audit and periodic retesting

  • Scheme 3C (batch certificate): sample testing only, no factory audit; valid only for the specified shipment batch

  • Scheme 4C: for single unique project equipment
