EAC Declaration of Conformity (TR CU DoC) Full Official Guide
1. Core Definition & Legal Status
EAC DoC = Declaration of Conformity to EAEU TR CU Technical Regulations
It is the official self-declaration document for low & medium-risk goods to circulate freely in all 5 EAEU states (Russia, Belarus, Kazakhstan, Armenia, Kyrgyzstan).
Equal legal validity as EAC CoC for customs clearance & market sales (only applicable for products the TR CU rules allow DoC)
Not issued by third-party certification bodies; drafted, signed and filed by an EAEU local legal entity (Authorized Representative / importer)
Only valid after registration in the unified FGIS EAEU federal registry; unregistered declarations are null and void
Critical rule: DoC cannot replace EAC CoC for high-risk goods (toys, Ex-proof equipment, lifts, pressure vessels etc.) — customs will reject DoC for mandatory-CoC products

3. Six Official DoC Conformity Assessment Schemes (1D ~ 6D)
Defined by EEC Resolution No.621, suffix D for declaration schemes:
1D – Serial mass production (most common)
No mandatory accredited lab test; manufacturer’s internal test data is acceptable; ideal for textiles, furniture, small home appliances.
2D – Single batch / one-off shipment
For one contract delivery, testing optional, low cost for small orders.
3D – Serial production (mandatory accredited lab testing)
Samples tested by Rosaccreditation labs; used for electrical goods (TR CU 004+020) where buyers request official lab reports.
4D – Single batch with accredited lab testing
Custom one-time industrial parts, requires official test protocols.
5D – Serial production for special innovative/on-site assembled equipment
Based on type sample test + manufacturer internal production control.
6D – Serial production with ISO 9001 QMS certification
Simplified file review if factory holds valid ISO 9001; accredited lab test required.
Practical industry usage: 1D & 3D cover over 90% of all EAC DoC applications.
4. Full Product Scope Allowed for EAC DoC (Medium/Low Risk)
All below goods are legally permitted to use DoC instead of CoC:
1) Light industry & daily consumer goods (TR CU 017/2011)
Clothing, shoes, fabrics, bedding, bags, textiles
2) Furniture (TR CU 025/2012)
Household & office tables, cabinets, sofas, mattresses
3) General low-voltage small electronics & household appliances (TR CU 004 + 020)
Kettles, fans, chargers, LED lamps, small power adapters, air fryers, vacuum cleaners
4) Hand tools & simple power tools (TR CU 010/2011)
Portable drills, screwdrivers, wrenches, saws (excluding large industrial machine tools)
5) Packaging materials (TR CU 005/2011)
Plastic, paper, metal packaging for food & daily goods
6) Cosmetics & perfumery (TR CU 009/2011)
Skincare, shampoo, makeup; requires supplementary SGR state registration
7) General building finishing materials
Wall paint, wallpaper, plastic pipes, insulation, floor tiles
8) Stationery, plastic daily utensils, glass tableware
9) Non-category-1/3 simple PPE (TR CU 019/2011)
Ordinary gloves, basic safety goggles, disposable dust masks
5. Mandatory Precondition: EAEU Authorized Representative
Overseas manufacturers (Chinese factories) cannot be the declarant/holder of EAC DoC:
Must appoint a legal entity registered within any EAEU country as official authorized representative (AR).
2026 Russia customs rule: Declarations held by Kazakh/Belarus AR face higher inspection risk; Russian LLC AR is recommended for Russian clearance.
Notarized Russian-language power of attorney between factory and AR is a mandatory dossier file.
6. Complete Application Process for EAC DoC
Step 1: Product Classification
Confirm TN VED HS code, match applicable TR CU regulations, select optimal DoC scheme (1D/3D/2D etc.)
Step 2: Sign notarized proxy with EAEU authorized representative
Step 3: Compile full Russian-language technical dossier
Universal mandatory documents for all DoC schemes:
Declaration application form signed & sealed by EAEU declarant
Manufacturer business license + ISO 9001 certificate (notarized translation)
Notarized authorization agreement with local AR
Russian technical passport, full safety user manual
Product specs, assembly/circuit drawings, BOM list
Test reports (factory internal lab OR accredited Russian lab per selected scheme)
Product photos + EAC marking label draft
OEM brand authorization letter (for private label goods)
Step 4: Technical file review by accredited cert body (registry agent)
Cert body verifies all docs for consistency of model, brand, technical parameters
Step 5: Register DoC into unified EAEU FGIS database
After approval, obtain unique official registry number + traceable QR code (mandatory marking element for Russia 2026 customs)
Step 6: EAC permanent marking before shipment
Print square EAC mark (minimum height ≥5mm), QR code, registry number, model info on product body or outer packaging
Step 7: Post-registration compliance
No annual factory audit required (biggest advantage vs CoC)

8. 2026 Russia Strict Enforcement Rules for EAC DoC
All DoC must be registered in the official FGIS database; unregistered self-made declarations are treated as counterfeit documents.
DoC without valid QR code linked to the registry will result in cargo detention at Russian border.
If the product legally requires EAC CoC (toys, Ex-proof equipment etc.), customs will fully reject DoC documents and impose fines.
Russian market supervision authorities can audit the declarant’s full technical dossier at any time; fake test reports lead to declaration cancellation, heavy fines, and customs blacklist.
Declarations issued by Kazakhstan/Belarus entities may be subject to extra document verification by Russian customs.
9. Supplementary Certificates Often Required Together with DoC
SGR State Registration Certificate (Rospotrebnadzor): Cosmetics, food-contact tableware, biocidal household cleaners

10. Consequences of Invalid / Missing EAC DoC
