Heavy machinery, lifting gear → CoC; small hand tools → DoC
TR CU 012/2011 – Equipment for Explosive Atmospheres (Ex-proof)
All mining, chemical, oil & gas explosion-proof electricals, pumps, lighting, control panels
Mandatory CoC only (no DoC allowed)

4. How to Judge Which TR CU Applies to Your Product
3-step standard classification workflow:
Provide your product name, full technical parameters, and TN VED (EAEU HS customs code)
Cross-check against the official EEC TR CU product scope list to match the relevant regulation(s)
Many electronics/machinery need compliance with two TR CU simultaneously (e.g., TR CU 004 + TR CU 020 for motors)
Check risk level defined in the matched TR CU to confirm CoC or DoC requirement.
5. TR CU vs National GOST-R / GOST-K / GOST-BY – Legal Priority
If a product is covered by any TR CU → EAC CoC/DoC is mandatory, national GOST documents are rejected by all EAEU customs.
If no matching TR CU exists for your goods → national mandatory GOST certification (GOST-R for Russia only, GOST-K for Kazakhstan only, GOST-BY for Belarus only) is required for single-country import.
Voluntary GOST certificates can be applied alongside valid EAC for government tenders, but cannot replace EAC for customs clearance.
6. Consequences of Non-Compliance with TR CU
Customs detention, forced return or full confiscation of cargo
Heavy administrative fines for the EAEU importer/authorized representative (up to 20% of goods value in Russia)
