1. Basic Definition & Legal Status

1.1 What is GOST R DoC

• Regulatory authority: Rosstandart (Federal Agency for Technical Regulation and Metrology)

• Legal basis: Federal Law No.184-FZ, Government Decree No.2425 (mandatory product list)

• Validity territory: Only Russian Federation, invalid for Kazakhstan, Belarus and other EAEU countries

• Equal legal force as GOST R CoC; both are compulsory for customs clearance & domestic sales for listed goods

• Marking requirement: Must affix circular CTP conformity mark on product, nameplate & outer packaging (minimum height ≥8mm)

1.2 Core Rule: GOST R vs EAC TR CU

1. If product is covered by any EAEU TR CU regulation → apply EAC DoC / EAC CoC, NO GOST R document needed

2. If NO matching TR CU covers the goods, and product is listed in No.2425 mandatory catalogue → GOST R DoC or CoC is mandatory

3. Risk classification rule:

• Medium & low-risk goods → GOST R DoC

• High-risk, dangerous equipment → GOST R CoC Certificate

2. Applicable Product Categories for GOST R DoC

All mid-low risk goods without EAC technical regulation coverage:

1. Light industry & textile: Ordinary garments, bedding, non-flame retardant fabrics, general leather goods

2. General daily consumer goods: Non-food contact ceramic/glass tableware, plastic storage articles, manual hand tools, small hardware fittings

3. Ordinary construction & decorative materials: Common interior paint, normal wallpaper, non-pressure PVC pipes, floor tiles, regular putty

4. Mechanical & electrical spare parts: Common bearings, bolts, plastic housings, non-industrial low-voltage fittings, drill bits

5. Partial cosmetics, household chemical supplies, general fertilizers

6. Notarized authorized representative agreement between Chinese manufacturer & Russian importer

6. Step-by-Step Registration Procedure (2026 Current Process)

Step 1: Pre-assessment & Scheme Confirmation (0.5 working day)

• Client provides HS code, product specs, usage & photos

• Verify: Whether covered by EAC TR CU; confirm if DoC applies per No.2425 list

• Match corresponding GOST test standards (GOST 15150 for low temp, GOST 30804 for EMC, safety standards etc.)

• Confirm serial production (1/3 years) or single-batch declaration

Step 2: Sample Testing in Russian Accredited Lab (2–4 weeks)

1. Submit 2–3 pcs samples (1 pc for large machinery)

2. Complete mandatory safety, mechanical, EMC, environmental aging tests per matching GOST standards

3. Obtain official original Russian test report (must be local lab report; overseas CE/CB reports cannot fully substitute under 2026 rules)

Step 3: Document Sorting, Translation & Notarization (1–3 days)

All foreign documents need certified Russian translation; representative agreement requires notarization.

Step 4: Draft DoC & Submit for FGIS Registration (3–5 working days)

1. Authorized certification body compiles official GOST R Declaration draft with test data, standard numbers, applicant & manufacturer info

2. Submit full document package to Rosstandart FGIS federal registry system

3. Pay state registration fee (mandatory since March 2025)

4. System audit passes → declaration gets unique official registration number, fully searchable online by customs & market supervision

Step 5: Receive Electronic Registered DoC & Shipment Arrangement

• Electronic PDF copy is issued first for immediate customs clearance

• Print CTP mark on product body, label and outer package before export

• No annual surveillance audit required during validity; re-register new DoC before expiry

7. Lead Time Summary

• Single-batch GOST R DoC: 2–4 weeks (testing) + 3–5 days registration

• 1/3-year serial production GOST R DoC: 3–5 weeks total

8. Critical Risk Reminders

1. Full liability risk: If customs inspection finds product fails GOST standards, the Russian importer (DoC holder) faces heavy fines, goods detention or confiscation.

2. No factory surveillance: Authorities may conduct random market spot-checks any time during validity period.

3. Territorial restriction: GOST R DoC only works for Russia; goods shipped to Kazakhstan / Belarus need separate GOST-K / GOST-B documents.

4. Marking penalty: Products without printed CTP mark will be detained by Russian customs even with valid DoC file.
