Full Russian name: Сертификат соответствия ГОСТ Р
English: GOST R Certificate of Conformity
GOST = Государственный стандарт (State Standard); R = Russia, exclusive national standard certification of the Russian Federation.
Regulator: Rosstandart (Federal Agency for Technical Regulation and Metrology), all valid certificates are registered in the national FGIS database for customs inspection.
Compliance Mark: Circular PCT / CTP logo printed on products, labels and outer packages; minimum mark height ≥8mm, QR code mandatory since 2025 for official verification.

1.2 Legal Basis & Application Scope
Core laws: Federal Law No.184-FZ On Technical Regulation, Government Decree No.2425 (mandatory product catalogue).
Geographic limit: Only valid within Russia; not accepted in Kazakhstan (GOST-K), Belarus (GOST-B) or other EAEU countries.
Critical Distinction vs EAC (TR CU) Certificate
If your product falls under any EAEU Technical Regulation (TR CU: household appliances, low-voltage equipment, machinery, kids’ goods): EAC certificate is mandatory, GOST R is not required.
If no corresponding TR CU regulation covers the goods: GOST R certification becomes compulsory for customs clearance and domestic sales in Russia.
Typical goods requiring GOST R only: special railway equipment, high-voltage apparatus, special construction materials, some cosmetics, measuring instruments, military auxiliary parts, food contact tableware, specific paint & wallpaper.
1.3 Three Types of GOST R Certificates
Type 1: Mandatory GOST R CoC (Certificate of Conformity)
For high-risk products (pressure vessels, medical devices, industrial machinery, railway hardware). Subdivided by validity:
Single-batch certificate: Valid only for one contract & one shipment, expires after customs clearance; no factory audit required, ideal for samples/trial orders.
1-year serial certificate: Unlimited shipments within 12 months, factory audit exempt for most categories.
3 / 5-year long-term serial certificate: Mass stable export; mandatory on-site factory audit + annual surveillance audit, ISO9001 is strongly recommended.
Liability: Shared by certification body, Russian importer & manufacturer.

GOST R DoC Declaration Sample
Type 2: Mandatory GOST R DoC (Declaration of Conformity)
For medium-low risk goods (furniture, textiles, small plastic fittings, general daily goods).
No third-party full certification; the Russian importer submits test reports to self-declare & register in FGIS system.
No factory audit at any stage; the applicant bears full legal responsibility if non-compliance is detected by customs.
Validity: 1–3 years.
Type 3: Voluntary GOST R Certificate
For products not listed in the mandatory 2425 catalogue. Not required for customs clearance.
Purposes: Win government bidding, reduce customs random inspection rate, build trust with Russian retailers & buyers.
Mark difference: "Добровольная сертификация (Voluntary Certification)" text next to the PCT logo.
2. Full Step-by-Step Procedures for GOST R Certification (2026 Current Rules)
Stage 1: Pre-evaluation & Scheme Confirmation (0.5 working days)
Submit product name, HS code, technical parameters, usage & photos.
Two core checks:
Confirm whether the product is covered by EAC TR CU (skip GOST R if yes).
Check Russia’s mandatory product list to decide CoC / DoC / Voluntary certificate.
Match corresponding GOST testing standards (e.g. GOST 60335 for home appliances, GOST 15150 for extreme low-temperature resistance, GOST 30804 for EMC).
Confirm certificate validity (single batch / 1Y / 3Y / 5Y) and issue quotation.
Stage 2: Document Collection, Translation & Notarization (1–3 working days)
All foreign documents need official Russian translation; serial CoC certificates require notarized proxy from the Russian local importer. Mandatory document list:
Official application form (English / Russian).
Manufacturer’s business license, ISO9001 certificate (required for 3/5-year CoC).
Full technical files: circuit diagrams, assembly drawings, Russian user manual, nameplate draft.
Product multi-angle photos, full model list.
Existing CE / CB / domestic test reports (can partially reduce repeated lab testing).
Russian importer’s company registration, tax & statistical codes (the certificate holder must be a Russian registered entity; Chinese factories cannot hold the certificate directly).

Sample quantity: 2–3 units for standard electric goods; 1 unit for large industrial equipment.
Lab requirement: Only Rosstandart-accredited Russian laboratories are accepted; overseas lab reports cannot fully substitute local testing under 2026 new rules.

EMC electromagnetic compatibility (all powered products);
Environmental cycling: high/low temperature, damp heat, salt spray, vibration, -25℃ / -50℃ cold test per GOST 15150;

Output: Original Russian lab test report; re-test required if samples fail criteria.
Stage 4: Document Review & Factory Audit (Only for 3/5-year Serial CoC)
Certification authority reviews all technical files, test reports and Russian importer credentials.
On-site factory audit for long-term serial certificates:
Inspect production lines, incoming/outgoing inspection records, equipment calibration, quality control system.
Factories without ISO9001 will face stricter audit standards.

Stage 5: Certificate Issuance & National Database Registration (3–5 working days)
After all tests & audits pass, the authorized Russian body issues the official GOST R certificate.
All certificate data is uploaded to the federal FGIS registry; customs and market supervision authorities can verify authenticity online.
Electronic copy is issued first for immediate customs clearance; hard copy original is mailed from Russia.
Stage 6: PCT Mark Labelling & Post-certificate Maintenance
Print PCT/CTP conformity mark on product body, nameplate, outer packaging and user manuals (size ≥8mm with QR code).
Single-batch CoC: Expires after one shipment, no follow-up maintenance.
1-year serial CoC: Re-submit documents & updated test reports before expiry for renewal.
3/5-year serial CoC: Mandatory annual surveillance audit (random sample test + factory recheck); failure to complete surveillance leads to automatic certificate cancellation.
GOST R DoC: Re-register declaration with new test reports before validity expires.

Myth: GOST R has been fully replaced by EAC.

Fact: A local Russian importing company is compulsory as the applicant/holder for all GOST R certificates.
Myth: CE test reports eliminate all GOST lab tests.
Fact: 2026 Russian regulation restricts overseas report recognition; most electric & mechanical products need retesting in Russian accredited labs.
